Arthur Paul Carter Jr. was born on October 21, 1936 in Harlingen, Texas to Arthur Paul and
Maudie Carter. He was the son of a Texas A&M electrical engineer who went on to a full army
career during WWII. Paul was older brother to Phil, Mike and Pat. Paul shared stories of raising
rabbits, fishing, running from bulls and wild boars and even discovering a German spy hideout with his brother Phil that lead to capture of a German submarine, perhaps a precursor to his later military security career. Paul went to military school by 5th grade, later graduating from Saint Mary's University in San Antonio, Texas, with an English major and journalism minor. Best friends Tom and Barbara (Kistner) would bring together Paul and the love of his life Carol Ann Delorme. They married in1959, shortly after Paul had graduated college and entered the army as a Second Lieutenant. Paul and Carol had four children, Wendy, Debra, Denise and Jeff. Throughout the years, the Kistners and Carters would raise their children together, with Lisa, Danny, Michael, and Traceyclaiming Paul as their second Dad. Paul volunteered for the Vietnam War. His job was crucial to the war effort, gathering and providing intelligence, often from helicopter surveillance. Paul received numerous
commendations for service to his country, including multiple bronze stars. After the war, Paul
graduated from the Command and General Staff College at Leavenworth, Kansas, moving to
Fort Hood, Texas in the Research and Development department. He would serve 13 months in Korea and more than two years in Hawaii, while his kids completed school in Texas. He later returned to serve as Commander of Red Thrust Operations at Fort Hood, specializing in
Russian Intelligence. Paul retired from service in the Army in 1986 as a Lieutenant Colonel. Soon followed a second career with security operations at General Dynamics/ Lockheed Martin in Fort Worth, Texas to safeguard the beginnings of the F-22 jet fighter. Paul retired from work and formal service to our government in 2002. While living in Plano, Paul mentored at a local elementary school.
Paul fought many battles during lifetime, including leukemia and heart issues. Everytime he was
blessed with the best medical care and professionals. He was the strongest and bravest man anyone could hope to be. Paul always flew the US flag proudly, retiring it from outside nightly.
Over the years Paul instilled in his children and eight grandchildren the desire to do great works,
and a love of technology. His good nature, integrity, success and determination were a source
of inspiration to all who met him. As well as spending time with family, Paul also enjoyed
bowling, fishing and grilling outdoors. Paul and Carol enjoyed travel, including trips to Las
Vegas and visiting family. Paul passed peacefully on February 2, 2017, surrounded by family and loved ones. He is survived by his wife, Carol, children Wendy, Debra, Denise and Jeffrey, grandchildren Austin, Christina, Jeremy, Joshua, Michael, Dylan, Hayden, and Colton, siblings Phil, Mike and Pat and beloved nieces and nephews. The family will receive friends Monday, February 6, 2017 from 6-8:00 p.m. at Allen Family Funeral Options.
